I have the honor to forward herewith Application from Messrs Dung Ree & Co. for Ordinary Licence for the Conveyance of 402 Chinese Emigrants by the British Steamer Riga to Singapore and Penang.
The requirements of the Ordinances have been complied with.
The Emigrants - 384 males and 18 females - who proceed by this vessel will be examined by me, in the presence of an Officer from the Registrar General's Office, to ascertain that they are free from disease and under proper Contract of Service; and I shall not issue my Certificate until I am satisfied from the replies made by the emigrants at the examination, that there is no reasonable objection to their proceeding.
